Phase 2 Services of Trade Single Window (TSW) Launched to Facilitate Trade
The Hong Kong government has announced the full implementation of Phase 2 services of the Trade Single Window (TSW). This move is to enhance trade facilitation measures in the region. Covering a total of 28 types of trade documents, Phase 2 services have been rolled out ahead of schedule. Furthermore, it complements the initial 14 types covered in Phase 1 and bringing the total to 42.
Efficient Trade Processing
With the TSW, traders can now conveniently lodge business-to-government trade documents for trade declaration and cargo clearance via a one-stop electronic platform. The phased implementation, which began in May, has proceeded smoothly, with the final batch of trade documents incorporated into Phase 2 services ahead of the original schedule.
In addition to expanding document coverage, Phase 2 services have introduced advanced system functions. These include enhanced account management features, full integration with the “iAM Smart” platform, seamless interface with relevant government department systems, provision of notification services, and capabilities for bulk submissions.
Promising Uptake
Since its introduction in May, the TSW electronic platform has already issued over 20,000 licenses or permits under Phase 2 services, indicating a promising uptake among traders. The Government intends to continue its efforts to promote user registration on the TSW website, aiming to streamline cargo clearance processes, save time and costs, and fortify Hong Kong’s position as a leading international trade centre and logistics hub.
The implementation of the TSW unfolds in three distinct phases. Phases 1 and 2 primarily focus on import and export licences or permits for specific controlled goods, with participation from traders on a voluntary basis. Phase 3, slated for future rollout, will encompass a broader spectrum of documents submitted by various stakeholders.
Expanding Document Coverage
Phase 3 services will encompass a vast array of documents, including Import & Export Declaration, Advance Cargo Information, Cargo Manifest & Cargo Report across different transport modes, and applications for Certificate of Origin and Permit for Dutiable Commodities. The combined volume of these documents was approximately 93 million in 2022.
The Government aims to initiate the rollout of Phase 3 services in batches starting from 2026. As the TSW continues to evolve, it is poised to play a pivotal role in shaping the future of trade facilitation in the region.
