In a comprehensive strategy unveiled on 26 February 2025, Financial Secretary Paul Chan detailed several government initiatives for international top talent acquisition and retention across various sectors. These measures target working professionals, investors, and students in multiple industries.
Enhanced Admission Schemes
To address manpower shortages in skilled trades, the government plans to improve the Admission Scheme for Mainland Talents and Professionals and the General Employment Policy. These enhancements will make it easier for young and non-degree professionals with technical qualifications and experience to enter Hong Kong’s workforce. Additionally, the Quality Migrant Admission Scheme, a point-based immigration system, will continue inviting top-tier talent who can contribute to the city’s development.
Investment Incentives
The government has decided to make the New Capital Investment Entrant Scheme (the Scheme) more flexible, aiming to attract asset owners to settle in Hong Kong and explore investment opportunities through wealth allocation and management. So far, it has already received over 880 applications, with anticipated investments exceeding $26 billion.
Educational Initiatives
To attract top talent in the form of international students, the “Study in Hong Kong” brand will be promoted through global education conferences. Moreover, the Belt & Road Scholarship will continue supporting students from ASEAN and other Belt & Road countries. Additionally, a new $1.5 billion Research Matching Grant Scheme will be launched to encourage organizations to support research endeavors, and the annual quota for the Hong Kong PhD Fellowship Scheme will increase to 400 places.
Youth Engagement in Innovation and Technology
To ignite interest in innovation and technology among primary and secondary students, over 100 technology enterprises, coordinated by organizations like Cyberport, will engage in exchanges, product displays, and site visits throughout the coming year.
Medical Education Expansion
Given the growing demand for healthcare professionals in the region, the Task Group on New Medical School has invited local universities to submit proposals to establish a third medical school. The government has already committed resources to support this development on a matching basis, with assessments and recommendations expected later this year.
